Running nightly rentals in Whistler, where the zoning decides before the province does

If you manage or clean nightly rentals in Whistler, you work in one of the municipalities that British Columbia exempts from its principal residence requirement. That does not make it open season: the municipality does not permit tourist accommodation in any residential-zoned area, licenses every guest unit at $250 a year, and says an unlicensed operator can be fined up to $3,000 per day. Upbridge's AI operations assistant, Cleo, works over WhatsApp with vacation rental operators and cleaning companies and organizes the cleanings and the inventory for each place.

The rules here

Three layers apply: the province, the Resort Municipality of Whistler and the tax. We read each page on October 24, 2026, and amounts are in Canadian dollars.

TopicWhat it saysStatusSinceSource
Principal residence rule The province's requirement covers municipalities of 10,000 people and over and smaller neighbouring communities, and exempts mountain resorts and ski resort areas. The page lists Whistler among the exempt municipalities and Whistler Mountain Resort among the exempt ski resort areas. In force Page updated September 21, 2026 Province of British Columbia
Provincial registry Short-term rental hosts, platforms and strata hotel platforms in B.C. must register and pay annual registration fees. Whistler's page told hosts, platforms and strata hotels to register with the provincial registry by May 1, 2025. In force May 1, 2025 Province of British Columbia, Resort Municipality of Whistler
Zoning Whistler says that, regardless of the length of stay, tourist accommodation is not permitted in any residential-zoned area. In force Bylaw No. 2142, 2017 Resort Municipality of Whistler
Business licence The bylaw requires a business licence for all tourist accommodation activity, including marketing the unit. The licence costs $250 per guest unit per year plus a $25 application fee, and the municipal licence number has to appear on the platform listing. Operating without one can bring a fine of up to $3,000 per day. In force Page updated July 8, 2026 Resort Municipality of Whistler
Hotel tax The Municipal and Regional District Tax is a three per cent hotel tax, on top of the eight per cent Provincial Sales Tax. In force Page updated January 7, 2026 Resort Municipality of Whistler

This is not legal or tax advice, and Upbridge does not file anything for you: no registrations and no tax returns.

How it works on the ground

Vail Resorts announced on August 18, 2026 that November 20 is the target opening date for Whistler Blackcomb's 2026/27 season, depending on conditions. Supplies and linen are easier to count in the first half of November than in the week the first guests arrive.

The licence is priced per guest unit, so every unit you manage is a licence on your list, and the number has to be on each listing. A manager who takes over a unit should check the licence number first, since operating without a licence is what the municipality fines.

The Whistler Film Festival's travel page puts the drive from Vancouver's airport at about two hours, depending on road and traffic conditions. That is a long way after a flight, so the directions and the way into the unit should reach the guest before they leave the airport.

Where Upbridge fits

If you manage nightly rentals in Whistler, Upbridge can help with everything between one booking and the next. Checkouts from Guesty, Hostaway, Lodgify, Uplisting or an iCal feed become cleaning tasks, each with a room-by-room photo checklist, and the cleaner can note missing items and damage on the spot from the phone.

Before November 20, inventory per property shows what is running low in each unit, because it is deducted after each stay. For the guest driving up from the airport, we build the guest guide with directions and how to get in, and they open it on their phone.

If you run a cleaning company in Whistler

Your calendar starts with the ski season, and every unit you clean needs its own municipal licence, so each client's licence number is worth keeping next to the access notes. On the cleaning company account, each owner's calendar is in the same view, so the changeovers after a busy weekend show up together, and every client stays yours.
