Running short lets in Bath, a World Heritage city with six million visitors a year
If you manage or clean short lets in Bath, your guests are part of the 5,277,000 trips the council counted in Bath and North East Somerset in 2024, and 1,062,000 of those were staying visits. Second homes in the area have paid an extra 100% council tax since 1 April 2025, and in July 2025 the council voted unanimously to ask for the power to charge visitors a tourist tax. Upbridge's AI operations assistant, Cleo, works over WhatsApp with vacation rental operators and cleaning companies and organizes the cleanings and the inventory for each place.
What Bath and North East Somerset Council has decided
Bath has a council tax premium on second homes and a planning control on shared houses, and so far nothing written for short lets themselves. Each row below was checked against its source on 23 October 2026.
| Topic | What it says | Status | Since | Source |
|---|---|---|---|---|
| National rules | The end of the furnished holiday lettings regime, the fire guide and the 140 and 70 night business rates test apply here as in the rest of England. The national register is expected to open in March 2027. Our England page goes through each one. | In force | Varies | England |
| Second homes premium | The council adds a 100% premium to the council tax on a second home, which it defines as a furnished property for personal use that isn't your main residence. | In force | 1 April 2025 | B&NES Council |
| Exceptions to the premium | A home actively marketed for sale or let gets a one-off 12 months, unless it was already listed before 1 April 2024. Homes whose planning conditions stop anyone living there all year, job-related homes and annexes used as part of the main home are left out. | In force | 1 April 2025 | B&NES Council |
| Shared houses (HMOs) | An Article 4 direction covers the whole city, so turning a family home into a small house in multiple occupation needs planning permission. HMOs that existed before 1 July 2013 are unaffected, and since 2022 an application is refused that would bring HMOs to 10% or more of the homes within 100 metres. | In force | 1 July 2013 | B&NES Council |
| Planning for short lets | We couldn't find an Article 4 direction or a night limit aimed at short lets in Bath. GOV.UK says the local council decides case by case whether a let needs permission. | No specific law | Not applicable | GOV.UK |
| Tourist tax | On 17 July 2025 councillors voted unanimously to back being allowed to introduce one. In November 2025 the government said English mayors would get the power, and the council said it would work with the West of England Combined Authority on how a levy could work. | No specific law | July 2025 | B&NES Council, Wells Nub News |
The council's questions and answers on the HMO direction are about shared houses and never mention holiday lets.
This is not legal or tax advice, and Upbridge does not file anything for you: no registrations and no tax returns.
How Bath fills up through the year
The City of Bath was inscribed as a World Heritage Site in 1987, and in July 2021 it was inscribed a second time as one of the Great Spa Towns of Europe.
The stretch to plan for is the Christmas Market. The council says the 2024 Christmas Market drew about 444,000 visitors, and the 2026 market runs from 26 November to 13 December. If you have flats near the centre, plan the linen, the cleaners' rota and the spare keys for those three weekends in October rather than in late November.
For guests flying into Bristol, Travelwest says the A4 bus to Bath runs roughly every hour and takes just over an hour, and the last one leaves the airport around midnight. A guest whose flight lands late should know that before they book a taxi, so it belongs in the arrival message.
Where Upbridge comes in for a Bath operator
The council tax and any future levy are between you, the owner and an accountant. What we take on is the turnover itself. Every checkout from Guesty, Hostaway, Lodgify, Uplisting or your iCal becomes a cleaning with a photo checklist for each room, and during the market fortnight you can see on one screen which flats have been cleaned and which haven't.
For the guest coming off the late bus, we build the guest guide with the walk from the bus stop and how to get in, and they open it on their phone. Inventory per property drops after every stay, so by mid-November you know which flats need more toilet roll and coffee before the market opens.
If you run a cleaning company in Bath
In December you could have several owners' flats in the same few streets all checking out on a Monday morning. The account for cleaning companies puts each owner's iCal or PMS on one calendar so you can split the streets between your teams, and you keep every client.
Questions about short lets in Bath
Do second homes in Bath pay extra council tax?
Yes. Bath & North East Somerset Council has charged a 100% premium on second homes since 1 April 2025, so the bill is double the standard amount unless one of the council's exceptions applies.
Does Bath have a tourist tax?
No levy has been set for Bath so far. The council backed the idea unanimously in July 2025, and in November 2025 it welcomed the government's plan to give English mayors the power to set one.
Do I need planning permission to run a short let in Bath?
We found no Bath rule written for short lets, so it comes down to the council's view of each case. A city-wide Article 4 direction does apply to small HMOs, which is a different use.
