Running short lets in Bristol, where second homes pay double council tax and August belongs to the balloons
If you manage or clean short lets in Bristol, we found no council licence or planning scheme for them, so you work under England's national rules. Bristol City Council has charged a 100% council tax premium on second homes since 1 April 2025. A let that meets the self-catering test pays business rates instead, and England's national register is expected to open in March 2027. Upbridge's AI operations assistant, Cleo, works over WhatsApp with vacation rental operators and cleaning companies and organizes the cleanings and the inventory for each place.
The rules here
Bristol is in England, so most of what applies comes from the government and the council's tax pages. Every row was checked against its source on 24 October 2026.
| Topic | What it says | Status | Since | Source |
|---|---|---|---|---|
| Second homes | Bristol City Council charges a 100% premium on a second home, which is twice the normal council tax. The page lists exceptions, including annexes, properties actively marketed for sale or let, homes under major repair and seasonal homes, and it says full council tax at the standard rate remains payable when an exception applies. It doesn't mention holiday lets. | In force | 1 April 2025 | Bristol City Council |
| Business rates test | GOV.UK says a self-catering property qualifies for business rates when it is available to let commercially for at least 140 nights and let for at least 70 nights in a 12-month period, and it also has to be planned for 140 nights over the next 12 months. Nights in stays over 28 nights don't count towards the 70. The page says that from 24 July 2026, owners of five or more lets in the same property can qualify without those tests. | In force | 24 July 2026 (five or more lets) | GOV.UK |
| Register | The registration scheme for short lets in England is expected to begin in March 2027, according to GOV.UK's guidance of 2 October 2026. | Not yet in force | March 2027 (expected) | GOV.UK |
| Planning and licensing | We found no short-let licence, Article 4 direction or planning rule for short lets on the council's pages. In January 2020 The Negotiator reported cross-party support among Bristol councillors for controlling Airbnb listings, with Councillor Nicola Beech citing 2,000 registered properties, and said how was still to be agreed. In February 2024 the government said it would create a use class for short-term lets, and GOV.UK's guidance today says the local planning authority decides whether you need permission. | No specific law | Not set | The Negotiator, GOV.UK 2024 |
| Clean Air Zone | Bristol's Clean Air Zone is live, and a driver pays to enter it if the vehicle doesn't meet the zone's emission standards. The page doesn't give the charge or the hours, and sends drivers to a vehicle checker. | In force | Not stated | Bristol City Council |
The end of the furnished holiday lettings tax rules and the fire guide are on the England page.

How it works on the ground
Visit West says there were about 31.6 million staying and day trips to its region in 2024, and that Bristol took about 53.7% of the staying visits, the largest share of the region, ahead of Bath at 28.7%. Bristol hotels ended 2025 with occupancy almost 1% higher than in 2024.
The next Bristol Balloon Fiesta runs from Friday 13 to Sunday 15 August 2027, and the festival's page mentions watching the launches from the Ashton Court Estate. A weekend event brings a block of checkouts on the Sunday, so it is worth counting the linen for that weekend early in August.
Wikipedia counts 10.877 million entries and exits at Temple Meads in 2024 to 2025, with Great Western Railway running most of the services, and about 10.83 million passengers at Bristol Airport in 2025, 13 km south-west of the centre, with a limited-stop Airport Flyer into the city. A guest who drives needs to know about the Clean Air Zone before they arrive, and your arrival note is where to say so.
Where Upbridge fits
On the weekend of the Fiesta every Sunday checkout on your calendar becomes a cleaning with a photo checklist, and the cleaner can report damage or a missing item from the flat. You see from your phone which flats are ready for the next arrivals.
The guest guide we build can say which station or airport bus to take and where to park, and it can warn a guest that a car which doesn't meet the emission standards may be charged to enter the Clean Air Zone. Inventory per property is deducted after each stay, so you can see before August which flats are low on towels.
If you run a cleaning company in Bristol
If several of your clients take bookings for the same August weekend, the changeovers all land on one Sunday morning. The account for cleaning companies puts each owner's calendar into one view, so you can see that Sunday together and staff it, and each client stays yours.
