Short lets in Manchester, where planning law treats a holiday flat much like any other home
If you manage or clean short lets in Manchester, there's no night limit like the one London has, and the council said in 2021 that planning law makes little difference between a short let and an ordinary home. What it has used instead are covenants on homes it sells. Upbridge's AI operations assistant, Cleo, works over WhatsApp with vacation rental operators and cleaning companies and organizes the cleanings and the inventory for each place.
What applies in Manchester
Manchester has no short-let scheme of its own, so most of what you need to know comes from the rules for all of England. We read every source below on 23 October 2026.
| Topic | What it says | Status | Since | Source |
|---|---|---|---|---|
| Rules for all of England | The tax change of April 2025, the fire guide for small lets and the 140 and 70 night business rates test apply in Manchester as in the rest of England, and the national register should open in March 2027. Each one is set out on our England page. | In force | Varies | England |
| A night limit | The 90-night rule comes from a London act and covers Greater London only, as our London page explains. Nothing like it applies in Manchester. | No specific law | Not applicable | London |
| Planning | A council spokesperson told The Meteor in December 2021 that current planning legislation makes little difference between short lets and residential homes, and that the council is often unaware a home is being used as one. | No specific law | 2021 statement | The Meteor |
| Covenants on new homes | Buyers of the 300 homes for sale at the council's Brunswick development had to agree not to let them on sites such as Airbnb or SpareRoom, and to live in them. The obligation passes on to whoever buys next. | In force | 2019 | Scottish Housing News |
The council's private rented sector strategy ran from 2020 to 2025 and promised to curb Airbnb-style lets in parts of central Manchester, Bisnow reported at the time, and the council took legal advice on using lease clauses on land it owns. We couldn't open the council's own pages to check what replaced that strategy, so we've left it there.
This is not legal or tax advice, and Upbridge does not file anything for you: no registrations and no tax returns.
Where the lets are, and who runs them
The most recent count we could check is from 2020. A report covered by The Meteor found Airbnb listings in Manchester went from 865 in May 2016 to 2,820 in May 2020, with 462 in the city centre and 386 in Ancoats and Clayton. Before the pandemic the council counted more than 3,000 short lets, half of them in the Northern Quarter, according to Bisnow.
Most of these flats aren't run by someone letting a spare room. By October 2020 at least 54.9% of the city's listings belonged to landlords with more than one property, so many of the people running them have several flats to turn over on the same day.
The council's report also blamed short lets for waste, noise and anti-social behaviour near them. In a city-centre block the bins are often what the neighbours notice first, so a cleaner who takes the rubbish down at every checkout heads off a lot of complaints.
Manchester Airport handled 32,088,626 passengers in 2025, its busiest year so far. Trains to Piccadilly take around 20 minutes and leave every 10 minutes, so most of your guests reach the city centre within half an hour of landing, and a late flight can mean a midnight check-in.
What Upbridge does for a Manchester operator
Planning questions and covenants stay with you and the owner. Each checkout on your calendar, from Guesty, Hostaway, Lodgify, Uplisting or an iCal link, turns into a cleaning with a photo checklist for every room, and you can put "bins taken down" on it so you get a photo of that too.
For the guest coming off the train at Piccadilly, we build the guest guide with the walk from the station and how to get into the building, and they open it on their phone.
If you run a cleaning company in Manchester
With so many flats in the hands of landlords who own several, one client can mean a dozen flats spread over the Northern Quarter and Ancoats. The account for cleaning companies puts every owner's bookings on one calendar, so you can plan the rota by building, and each client stays yours.
Questions about short lets in Manchester
Does the 90-night rule apply in Manchester?
No. That limit comes from a law for Greater London. GOV.UK leaves it to the local council to decide whether a short let needs planning permission, and in 2021 Manchester's council said planning law makes little difference between a short let and a home.
How many Airbnb listings are there in Manchester?
The latest figure we could check is 2,820 in May 2020, up from 865 in May 2016, from a report covered by The Meteor in December 2021. We didn't find a newer count from a source we could open.
Has Manchester City Council banned short lets anywhere?
On homes it sells. Buyers at its Brunswick development, reported in August 2019, had to sign a covenant against letting through Airbnb or SpareRoom, and the covenant carries on when the home is sold.
