Holiday lets on the North Norfolk coast, where a let that misses 70 nights pays double council tax

If you manage or clean cottages on the North Norfolk coast, the number to watch is 70. A holiday let that is actually let for at least 70 nights a year can go on the business rates list, and one that falls short is taxed by North Norfolk District Council as a second home, at twice the normal council tax since 1 April 2025. Upbridge's AI operations assistant, Cleo, works over WhatsApp with vacation rental operators and cleaning companies and organizes the cleanings and the inventory for each place.

What North Norfolk and England ask of you

The premium is the district council's. Business rates, planning and the coming register are set nationally. We read every source below on 24 October 2026.

TopicWhat it saysStatusSinceSource
Second-home premium North Norfolk District Council adds 100% to the council tax on any furnished property that is no one's main home. The council decided this on 22 November 2023, and full council confirmed it on 29 January and 19 February 2025. In force 1 April 2025 North Norfolk District Council
Holiday lets and the premium The council says a holiday let on the non-domestic rating list pays business rates and is not included in the premium. A holiday let that doesn't meet the criteria for that list is taxed as a furnished second home and can be charged the premium. In force 1 April 2025 North Norfolk District Council
Getting on the rating list The cottage qualifies when, within one 12-month stretch, it was on offer commercially for 140 nights and booked for 70 of them, and you plan to offer it for 140 again in the year ahead. A booking longer than 28 nights doesn't count towards the 70. In force Updated 29 September 2026 GOV.UK
Seasonal cottages The premium doesn't apply where a planning condition stops anyone living in the property for at least 28 days in a row each year. A home marketed for sale or to let at a reasonable price is exempt for a year from when it was first marketed. In force 1 April 2025 North Norfolk District Council
National register England's compulsory short-let register isn't open yet, and GOV.UK expects it from March 2027. Until then the council, as planning authority, decides whether a let needs planning permission. Not yet in force March 2027 (expected) GOV.UK

When the three Norfolk districts announced the premium in January 2025, North Norfolk expected about £1.7 million extra from it, King's Lynn and West Norfolk around £950,000 and Great Yarmouth about £240,000. Norfolk County Council said it would give 25% of its own extra income from the premium in 2025/26 back to the districts for affordable housing and homelessness.

What the season looks like

Destination Research's report for the council counts 9.36 million trips to North Norfolk in 2024, and almost all of them, 8.76 million, were day trips. Self-catering accounted for 113,700 staying trips and 424,000 nights, which works out at nearly four nights per stay. Static caravans had more nights, 578,000, but self-catering guests from overseas spent £3.67 million, more than any other kind of overseas visitor in the district.

Stays that short mean a changeover roughly twice a week in a busy cottage. A cleaner who does Cromer in the morning and Wells in the afternoon spends the middle of the day on the A149, so the order of the jobs matters as much as the number.

The Bittern Line runs one train an hour each way between Norwich and Sheringham, stopping at Hoveton & Wroxham, North Walsham, Cromer and West Runton on the way. Guests who come by train arrive at one of those stations with their bags, and the walk or taxi from the platform to the door is the part they'll ask about.

Where Upbridge helps

Each departure on the calendar becomes a cleaning job with that cottage's own photo checklist, kitchen to back door. The calendar syncs with Hostaway, Guesty, Uplisting and Lodgify, or with any iCal feed, so the nights you count for the 70-night test and your cleanings come from the same calendar.

A guest stepping off the train at Sheringham opens the guest guide on their phone and finds the way to the cottage and the key safe. With inventory per property the logs, firelighters and loo roll are counted down after each stay, so a cottage doesn't run out halfway through October half term.

If you run a cleaning company on the Norfolk coast

Your clients' cottages are strung out along one coast road. Put every owner's bookings side by side in the cleaning-company account and you can plan a Friday from Sheringham to Wells in one run, and each client stays yours.

Questions about holiday lets on the Norfolk coast

Does North Norfolk charge double council tax on holiday lets?

Only on lets that aren't on the business rates list. Since 1 April 2025 the council adds 100% to the council tax on furnished homes that are no one's main home, and a holiday let that misses the business rates criteria is taxed that way.

How many nights does a Norfolk cottage need to be let for business rates?

At least 70 nights actually let and 140 nights available in a 12-month period, with the intention to offer it for 140 nights in the next 12. A booking of more than 28 nights is left out of that 70.

How often do trains run to Cromer and Sheringham?

The Bittern Line has one train an hour in each direction between Norwich and Sheringham, calling at Cromer.

More questions
Is there a cottage exempt from the second-home premium in North Norfolk?

Yes, if a planning condition prevents occupation for 28 days in a row each year, or for a year after it's first marketed for sale or to let at a reasonable price. Annexes used with a main home are also left out.
