Running short lets in Oxford, where the council counts nights and enforces them

In Oxford the figure that matters is 140. The city council's view is that letting a whole home as a short let for more than 140 nights in a calendar year is a material change of use, and in 2025 it served seven enforcement notices on one property used that way. Second homes in the city have also paid double council tax since April 2025. Upbridge's AI operations assistant, Cleo, works over WhatsApp with vacation rental operators and cleaning companies and organizes the cleanings and the inventory for each place.

The 140-night line Oxford City Council said in August 2025 that turning a home into short-term rentals for longer than 140 nights in a calendar year is a material change of use that needs planning permission. Second homes A furnished home whose owner lives somewhere else is billed at double the normal council tax, because the city adds a 100% second-home premium. It first planned the charge for April 2024, and it moved to April 2025 because the government required at least 12 months' notice. Business rates A let only leaves council tax for business rates if, over 12 months, it could be booked commercially for at least 140 nights and was booked for at least 70, with stays over 28 nights left out of the 70. In force Updated 29 September 2026 GOV.UK
England's register The national register for short lets isn't running yet. The government's page, updated on 2 October 2026, gives March 2027 as the expected start. Not yet in force March 2027 (expected) GOV.UK

Two 140s, then. One is the council's planning line for a whole home let for too many nights, and the other is the national number of nights a let has to be available to get onto business rates. A flat can be safely under the first and still need to clear the second.

Read the table as our notes, and take a real case to a planning consultant or an accountant. Upbridge doesn't apply for planning permission, register lets or file returns for anyone.

Who comes to Oxford, and for how long

Experience Oxfordshire's figures for 2024 put the city at 6.4 million trips and a £957 million visitor economy. Most were day trips, 5.4 million of them. Of the overnight trips, 552,000 came from overseas and 445,000 from the UK, so foreign guests were the larger group. For a holiday stay the average length was 3.8 nights, and visitors who came for other reasons, including study, stayed 17.7 nights on average.

That last number is the one a short-let operator in Oxford notices. A guest who stays two or three weeks for a course means fewer changeovers, but each one is a bigger clean, and the flat may need fresh towels halfway through.

Across Oxfordshire, the county's 2024 report says 54% of overnight visitors used paid accommodation, down 5% on 2023, while the share staying with friends, family or in second homes rose. International overnight stays in the county went up 5% and UK ones fell 1%.

Oxford station is about half a mile west of the centre, and Great Western Railway runs two fast trains an hour from it to London Paddington via Reading. According to Wikipedia it handled 8.1 million passengers in 2024/25, up from 6.8 million the year before.

Where Upbridge comes in

Because the council counts nights, it helps that every booking is already in one place. Upbridge pulls the calendar from Guesty, Lodgify, Hostaway or Uplisting, or from an iCal link, and turns each checkout into a cleaning with a checklist and photos for every room. On your phone you see which flats in Jericho or Headington are ready and which are still being cleaned.

A visitor arriving by train walks from the station, so the guest guide for each flat starts at Frideswide Square and ends at the key box. For the long study stays, inventory per property keeps track of what a three-week guest gets through, so the next guest doesn't arrive to an empty cupboard.

If you run a cleaning company in Oxford

Your week is a mix of quick turnovers and long-stay deep cleans for different owners. The account for cleaning companies shows all of them on one calendar, so you can give the long jobs to one team and the quick ones to another, and each owner remains your client.
