Running short-term rentals in Galveston, where a missed December 31 renewal takes the listing down

If you manage or clean short-term rentals in Galveston, every rentable unit needs its own Galveston Vacation Rental number, and that GVR number has to appear on every listing. Registration costs $250 a year and is due by December 31; if it lapses, the city sends the invalid number to the booking platforms and the listing comes down. Since October 1, 2025 the City of Galveston, rather than the Park Board, runs both the registration and the hotel tax. Upbridge's AI operations assistant, Cleo, works over WhatsApp with vacation rental operators and cleaning companies and organizes the cleanings and the inventory for each place.

The rules here

The rows below come from the City of Galveston and from Avalara's summary of the November 2025 ordinance. We checked them on October 24, 2026.

TopicWhat it saysStatusSinceSource
Registration Each rentable unit is registered and gets its own GVR number. Registration is $250, new or renewal; renewals open December 1 and are due December 31. Registering asks for the bedrooms, the sleeping capacity, and a 24-hour contact who lives within one hour of the property. In force Page not dated City of Galveston
GVR number on listings Owners and management companies show the GVR number on every advertisement, including booking platforms, company websites and social media posts. If a registration is not renewed, the city sends the invalid number to the platforms and the listing is removed. In force Ordinance 21-021 City of Galveston, registration page
2025 ordinance A $500 late fee for missing the December 31 deadline, a local contact who answers around the clock and responds within one hour, posted guest information on occupancy, parking, noise, emergency numbers and flood evacuation, and a licensing board that can recommend revoking a registration after three violations in 12 months. In force Approved November 2025 Avalara
Penalties Violations are Class C misdemeanors, up to $500 per offense or $2,000 for health, sanitation, zoning or fire safety, and each day counts as a separate offense. In force Approved November 2025 Avalara, City of Galveston
Hotel occupancy tax The city's return form computes the tax at 9% of taxable receipts. Operators file with the city every month, even with nothing collected, and also register for and pay the Texas state hotel occupancy tax unless a platform collects all of it. We did not find the state rate on a page we read, so only the city's share is given. This is not legal or tax advice, and Upbridge does not file anything for you: no registrations and no tax returns.

How it works on the ground

December is the month to watch. Renewals open on December 1 and close on December 31, and a unit that misses the date loses its listings on the platforms until someone gets them reinstated.

The cruise port brings guests who stay a night before sailing. Cruise Industry News reported in January 2026 that ten ships were homeported in Galveston that winter and that cruises now leave on Tuesdays, Wednesdays and Thursdays as well as weekends, so a guest staying the night before a sailing can check out on any of those days.

The city updated its registration and payment portal in September 2026, with tools for accounts that hold several properties and room for more than one user per account. A management company can now keep its whole list of GVR numbers in one login.

Where Upbridge fits

A one-night cruise guest leaves early, and the next one may arrive the same afternoon. Upbridge opens a cleaning task for every checkout that comes in from Guesty, Hostaway, Lodgify, Uplisting or an iCal link, with a room-by-room photo checklist, and the posted guest information with the flood-evacuation guidance can be one of the photos.

Inventory per property takes off what each stay used, so short back-to-back stays do not leave a unit without towels or coffee. Guests get the guest guide on their phone with parking, the door code and the way to the cruise terminals.

If you run a cleaning company in Galveston

With sailings midweek and on weekends, your busy days are no longer only Saturdays. The cleaning company account gathers every client's checkouts on one list sorted by date, so a Tuesday full of pre-cruise turnovers shows up early, and the clients stay with you.
