Running vacation rentals in Orlando and Kissimmee, where the zoning map comes first
If you manage or clean vacation rentals around Orlando, you work in a market that welcomed 76.7 million visitors in 2025, with 57,675,573 passengers through Orlando International the same year. Before a house can take a booking, its address has to be zoned for it. Orange County's zoning page limits short-term rental to a short list of districts, and Osceola County, where Kissimmee is, asks owners for a zoning check, a state license and a local business tax receipt. Upbridge's AI operations assistant, Cleo, works over WhatsApp with vacation rental operators and cleaning companies and organizes the cleanings and the inventory for each place.
The rules here
There is no single Orlando rulebook, because the tourist area sits in two counties and each has its own pages. This is what they say, checked on October 24, 2026.
| Topic | What it says | Status | Since | Source |
|---|---|---|---|---|
| Orange County zoning | Short-term rental, meaning stays of 179 days or less, is permitted only in the commercial districts C-1, C-2 and C-3, the industrial districts I-1A, I-1/I-5, I-2/I-3 and I-4, and planned developments that expressly permit it. Renting a single-family dwelling for less than 30 days is permitted only in the R-3 district. In every other district both are prohibited. | In force | Page not dated | Orange County |
| Orange County tourist tax | The Tourist Development Tax, also called the bed tax, is 6% on hotel stays and on short-term rentals of less than six months. | In force | Page not dated | Orange County |
| Osceola County steps | The county's page for its short-term rental planned development district lists three steps. Check that the zoning allows short-term rentals, using the county's overlay map. Get a vacation rental license from the state's Division of Hotels and Restaurants. Then register for a Local Business Tax Receipt with the Osceola County Tax Collector, which needs the state license number. The page adds that subdivisions and planned developments can have additional rules. | In force | August 25, 2025 (page update) | Osceola County |
We could not read the City of Orlando's own short-term rental fact sheet, so if your address is inside the city limits, ask the city what applies. This is not legal or tax advice, and Upbridge does not file anything for you: no registrations and no tax returns.
How it works on the ground
ClickOrlando reported on June 19, 2026 that Orlando welcomed 76.7 million visitors in 2025, and that the number of Canadian visitors fell 13.3%, while visitors from the US, the United Kingdom, Brazil, Mexico and Colombia grew. If most of your bookings come from a few of those countries, that is worth looking at before you plan next winter.
Many of those guests arrive by air. Orlando International served 57,675,573 passengers in 2025, up from 57,211,628 the year before, and ranked seventh in the US for passenger traffic, according to ClickOrlando on July 29, 2026. A family landing at night and then driving to a rental house is a normal arrival here, so the directions and the way into the house need to be clear before the flight, not after it.
Osceola's page notes that subdivisions and planned developments can add their own rules. For a manager taking on a new house, that makes the community's rules one of the first things to write down, because they travel with the address.
Where Upbridge fits
If you manage vacation rentals around Orlando, Upbridge can help with everything between one booking and the next. Your Guesty, Hostaway, Lodgify or Uplisting calendar, or an iCal feed, tells Upbridge when each guest checks out, and that checkout turns into a cleaning task with a room-by-room photo checklist. The cleaner works through it on the phone, in WhatsApp or in the Upbridge app, and reports missing items and damage with photos.
For guests who land at Orlando International after a long flight, we build the guest guide with directions and how to get in, in English and Spanish, with other languages on request, and they open it on their phone. With a lot of houses turning over, inventory per property shows what is running low, because it is deducted after each stay.
If you run a cleaning company in Orlando
Your houses sit in different subdivisions and planned developments, and each can come with its own rules. The account for cleaning companies keeps all your owners' calendars together, so you see every client's changeovers in one view, and each client stays yours.
