Running short-term rentals in Scottsdale, where state law bars a ban and each property needs a city license

If you manage or clean short-term rentals in Scottsdale, you work under an Arizona law that says a city may not prohibit vacation rentals or short-term rentals, and under a city rule that every property rented for less than 30 days needs a Scottsdale license, at $250 per property per year. The city counted 11.7 million visitors in 2025, and the WM Phoenix Open is scheduled for February 8-14, 2027 at TPC Scottsdale. Upbridge's AI operations assistant, Cleo, works over WhatsApp with vacation rental operators and cleaning companies and organizes the cleanings and the inventory for each place.

The rules here

Arizona sets the outer limits and Scottsdale fills in the rest. We read each page on October 24, 2026.

Arizona law Section 9-500.39 says a city or town may not prohibit vacation rentals or short-term rentals. How it works on the ground

The city said on May 4, 2026 that it welcomed 11.7 million visitors in 2025, who spent $3.7 billion in the local economy. The WM Phoenix Open, which azfamily reported on October 7, 2026 as scheduled for February 8-14, 2027, will bring a week when many properties turn over on the same few days, so the supplies and the cleaning team for that week are worth booking well before it starts.

The notice with the emergency number has to hang inside the front door and the backyard door, and the number has to be answered at all hours. A cleaner who photographs both doors at each turnover leaves a record that the notice is still there, and the owner can decide who picks up the phone during Open week.

Commercial events are barred, so a wedding or a corporate party in a rental is something the city can enforce against. The photos from before and after a stay show what a large group left behind.

Where Upbridge fits

Upbridge can help with what happens at a Scottsdale rental between one booking and the next. When a checkout arrives from Guesty, Hostaway, Lodgify, Uplisting or an iCal link, the cleaning task is created with a room-by-room photo checklist, and you can set the list to require a photo of the notice on each door. The cleaner sends it from the phone, in WhatsApp or in the Upbridge app.

Ahead of February, inventory per property shows what is running low, because it is deducted after each stay. For the guest arriving in the Valley for the Open, we build the guest guide with directions and how to get in, and they open it on their phone.

If you run a cleaning company in Scottsdale

Each property has its own city license and its own notice on its doors, so the door check belongs in your routine. The cleaning company account keeps every owner's calendar in one view, with each client's changeovers listed by date, and the clients stay yours.
