Running vacation home rentals in South Lake Tahoe, where the residential ban ended and a permit cap replaced it

If you manage or clean vacation home rentals in South Lake Tahoe, the rules changed three times between March 2025 and April 2026. El Dorado County Superior Court struck down Measure T, the 2018 ban on most residential rentals, on March 13, 2025, and the city chose not to appeal. The city reopened residential permits under a new ordinance on July 17, 2025, and an amendment in force since April 23, 2026 caps residential areas at 900 permits, with a waitlist once the cap is reached. Upbridge's AI operations assistant, Cleo, works over WhatsApp with vacation rental operators and cleaning companies and organizes the cleanings and the inventory for each place.

The rules here

These are the city's rules for a whole home rented for less than 30 days. Measure T is no longer among them, and it never applied to the tourist core, commercial or recreation areas. We checked the city's page and the reporting on both ordinances on October 24, 2026.

TopicWhat it saysStatusSinceSource
2025 ordinance The ordinance in effect since July 17, 2025 requires in-person or virtual check-in, a local response around the clock, indoor noise monitoring, exterior cameras on the parking and trash areas, and a defensible space inspection. Occupancy is two people per bedroom, with up to five children aged 13 or younger not counted, and the Police Department issues the permits. In force July 17, 2025 The Sacramento Bee, City of South Lake Tahoe
2026 amendment The 150-foot buffer between rentals is gone, and residential areas are capped at 900 permits with a waitlist after that. Renters must be at least 25, attached condos can qualify unless their HOA prohibits rentals, residential listings carry "family-friendly" language, room nights are reported, and a permit can move only into a family trust for estate planning. In force April 23, 2026 South Tahoe Now
House rules No noise from 10 p.m. to 8 a.m., no pool, spa or hot tub use in the same hours, no weddings or parties, and parking only in the paved spaces posted on the outside sign. Owners and occupants can both receive administrative citations for noise, parking, occupancy or trash. In force Page not dated City of South Lake Tahoe
Hosted rentals Renting part of a home while the host stays is a hosted rental, outside the vacation home rental rules, with its own permit and a $281 application fee at every renewal. In force November 17, 2020 City of South Lake Tahoe

The city's page did not give the vacation home rental permit fee or the occupancy tax rate when we read it, so neither is here. This is not legal or tax advice, and Upbridge does not file anything for you: no registrations and no tax returns.

How it works on the ground

Bears are the city's own example of why the trash rules exist: its page warns guests that bears tear open bags and go through car windows for food. Every checkout ends with the trash stored tightly, nothing left outside and nothing edible in the cars, and the exterior camera on the trash area now records whether that happened.

The age floor of 25 and the 10 p.m. hot tub curfew are things a guest learns from the listing and the house manual, before arrival. A group of twenty-three year olds who booked anyway is a problem the manager owns, so the booking flow has to ask.

Under the 2025 rules the city expected the 150-foot buffer to hold approvals to about 325 permits, The Sacramento Bee reported, and the 2026 amendment removed it. With the buffer gone and a cap of 900, more houses on the same street can now hold permits than the buffer allowed.

Where Upbridge fits

Upbridge turns each checkout from Guesty, Hostaway, Lodgify, Uplisting or an iCal link into a cleaning task with a room-by-room photo checklist. For a Tahoe house, the list can end outside: a photo of the trash enclosure closed, the hot tub covered and the posted sign in place.

Inventory per property keeps count of firewood, coffee and trash bags, and deducts what each stay used, so the restock happens before the next group. The guest gets the guest guide on their phone with the quiet hours, the parking spaces and what to do with trash.

If you run a cleaning company in South Lake Tahoe

When snow closes the roads, Sunday checkouts can slip to Monday. The cleaning company account shows each manager's turnovers together, dated, so when the roads close you can see at once which houses move and which crews to shift, and every client remains yours.
