Vacation rentals in Tijuana, Mexico, where more than half the guests come from the United States and book a little over two weeks out
If you manage vacation rentals in Tijuana, AirROI counts 1,564 Airbnb listings, and 53.4% of the people who review them live in the United States. The average booking is made 17 days before arrival and lasts 4.8 nights. None of those listings shows a registration number, and hardly anyone applies for the city operating license. Upbridge's AI operations assistant, Cleo, works over WhatsApp with vacation rental operators and cleaning companies and organizes the cleanings and the inventory for each place.
The rules here
We found no Tijuana city regulation for nightly rentals. What does apply is below, checked on October 24, 2026.
| Topic | What it says | Status | Since | Source |
|---|---|---|---|---|
| State tax | The lodging tax and what the state asks of platforms are on the Baja California page, and Tijuana pays them the same way. | In force | 2026 Revenue Law | Baja California |
| Operating license | The city's urban administration office issues it, online or at the counter, with a decision in seven business days. Its fee tiers are built for hotels and motels, with no category for a single home, and BNBCalc says most hosts with one property never get it. It also found no record of the city penalizing them. | In force, not enforced | Checked August 2026 | BNBCalc |
| State tourism register | Article 69 of the state Tourism Law makes it voluntary, and article 61, which lists tourism services, names hotels, motels, hostels and campgrounds but not homes rented by the night. | In force | No date in the source | BNBCalc |
| Listing registration | AirROI went through all 1,564 active listings and none shows a permit or registration number, and we found no city rule that asks for one. | No specific law | Data as of October 1, 2026 | AirROI |
In Zona Río and Playas de Tijuana some condo buildings have bylaws that limit or ban nightly rentals, and those bylaws bind you even where the city allows it. BNBCalc found no official list of which buildings do this, so the only way to know is to ask the building's management.
Federal income tax and VAT withholding is the same across the country and is on the Mexico page.
This is not legal or tax advice, and Upbridge does not file anything for you: no registrations and no tax returns.
How it works on the ground
Seventeen days between booking and arrival isn't much. A place that was empty for the weekend on Monday can have a guest by Wednesday, and the cleaning gets set up in the same hurry. Per AirROI, 77.2% of listings charge a cleaning fee, with a median of 473 pesos, and 81.3% are entire homes or condos.
Guests come from both sides of the line. Los Angeles accounts for 8.6% of reviews, Tijuana itself 6.4%, San Diego 5.7% and Mexico City 5.4%. In July 2026 the head of the city's tourism and convention board, Karim Chalita, told El Imparcial that weekend crossings were up, with visitors from California, Nevada and Arizona, and that medical tourism hasn't gone back to where it was before the pandemic. Guests who fly land at an airport that handled 9.48 million passengers from January to September 2025, 2% more than in 2024 (Zeta).
August is the best month and January the worst, according to AirROI. Over the Labor Day long weekend in 2026, Tijuana's hotel occupancy reached 95.67%, Zeta reported.
Water matters too. The state water utility, CESPT, shut off service on January 8, 2026 to repair the Florido-Aguaje aqueduct, and on the 15th between 15,000 and 20,000 accounts in Tijuana and Rosarito were still dry, some for up to 10 days. Its director, Jesús García Castro, blamed the pressure reducers, of which the city has 350, with 170 in the affected area (Zeta). If a repair like that happens again in January, a house with a full rooftop tank holds out several days longer than one that depends only on the mains.
Where Upbridge fits
With bookings this close in, the cleaning has to show up as soon as the booking does. We connect your Guesty, Hostaway, Lodgify or Uplisting calendar, or you import it by iCal, and each checkout becomes a task with someone assigned to it.
If the building has rules, the guest needs to know them before reaching the gate. In the guest guide we put how to get into the building, which areas they can use and when quiet hours start, in Spanish and English, the language a large share of your guests speak.
For the water cuts, the photo checklist can ask for the rooftop tank level before each arrival, and the photo reaches you with the time on it.
If you manage vacation rentals or clean homes in Tijuana, in Zona Río, in Playas or anywhere else in the city, Upbridge helps get each place ready between one booking and the next.
If you run a cleaning company in Tijuana
Your week in Tijuana gets decided on short notice, because guests book 17 days out and a long weekend can fill the city. The cleaning company account puts every client's checkouts in one calendar, from each one's iCal or PMS, and a new checkout shows up the moment someone books. Your clients stay yours, and the account takes no cut of any cleaning.
