Puerto Vallarta, Mexico: what's different about running a vacation rental here in 2026
If you manage vacation rentals in Puerto Vallarta, every occupied night at a home listed on Airbnb, Booking, Tripadvisor or Trivago now owes the city 56.57 pesos for "environmental sanitation", and that home no longer pays the residential water rate. Both rules are in the city's 2026 revenue law, which the Jalisco state congress approved at the end of November 2025. Upbridge's AI operations assistant, Cleo, works over WhatsApp with vacation rental operators and cleaning companies and organizes the cleanings and the inventory for each place.
The rules here
This table only holds the city's own rules, checked on September 25, 2026. The state's rules have their own page.
| Topic | What it says | Status | Since | Source |
|---|---|---|---|---|
| Environmental sanitation charge | Properties promoted on Airbnb, Trivago, Tripadvisor and Booking pay 56.57 pesos for every occupied night, which is half of one UMA, the reference unit Mexico uses for fees and fines. | In force | 2026 | Tribuna de la Bahía |
| Water rate | Those same homes move off the residential rate onto a new, higher "lodging services" category. | In force | 2026 | Pulso Noticias |
| State day cap | The state bill that would limit nightly rentals to 180 days a year names Puerto Vallarta as a high tourist tension zone. Where it stands, and the state lodging tax, are on the Jalisco page. | Bill, not law | Passed in committee on May 25, 2026 | Jalisco |
On top of all this sits what the platforms withhold for the SAT, which works the same here as in Monterrey or Mérida, so we keep it on the national page.
This is not legal or tax advice, and Upbridge does not file anything for you: no registrations and no tax returns.
How it works on the ground
AirROI counted 6,834 active Airbnb listings in Puerto Vallarta between August 2025 and July 2026, and 91.3% of them are entire homes or apartments. February earned the most and September the least. So nearly every checkout is a whole-home clean, kitchen and every bedroom included, and the crew that's enough in September won't be enough in February.
Pacific hurricane season runs June through November, but Descubre Puerto Vallarta says direct hits on the city are rare, and a typical day is a sunny morning with rain rolling in between 4 and 6 in the afternoon. So in those months it pays to finish terraces, pools and anything on the line before mid-afternoon.
From the airport it's 10 to 20 minutes to Marina Vallarta and the hotel zone, and 20 to 35 minutes to downtown and the Zona Romántica in normal traffic, according to puertovallarta.net. There isn't much time between a guest landing and a guest at your door, so the directions and the way in need to be on their phone before the plane takes off.
The water-rate change shows up in the day-to-day too. If you wash linens and towels at each home, every load is now billed at the lodging rate, so it's worth doing the math on washing on site versus sending laundry out.
Where Upbridge fits
With the airport that close, your guest should have the home's guide before they board. We build that guide for each home, and your guest opens it on their phone in English or Spanish with the directions and how to get in. If they want an early check-in or a late checkout, they pay for it on Upbridge's payment page and the task gets created and assigned. It's all on the guest guide page.
For whole-home cleans, your cleaner follows a room-by-room list on their phone, with photos, comments and required items, and when they're done you get a report with a timestamp on every step. You can see how a condo in Marina Vallarta was left without leaving your desk. More on the photo cleaning checklists.
For the February peak, each property's inventory is deducted after every stay based on the products you set up, and Upbridge sends you a low-stock alert in the app, by email and on WhatsApp. That's on the inventory page.
If you manage vacation rentals in Puerto Vallarta, or your team cleans homes around the bay, Upbridge can help from the moment a guest lands until the next home is ready.
If you run a cleaning company in Puerto Vallarta
What changes your day most here is the afternoon rain in season and the February peak, when nearly every checkout is a whole home. With the account for cleaning companies you see every owner's iCal or PMS in one calendar, from Marina Vallarta to the Zona Romántica. The client stays yours, and we don't skim anything off your jobs.
