Jalisco, Mexico: the 180-day bill and what else matters if you run vacation rentals there

If you manage vacation rentals in Jalisco, the thing to watch in 2026 is a bill that would cut the number of days a home can be rented by the night from 365 to 180 a year, but only in "high tourist tension" zones, which the bill itself ties to Guadalajara and Puerto Vallarta. A committee of the state congress passed it on May 25, 2026, and it still needs a floor vote, so it isn't law yet. Upbridge's AI operations assistant, Cleo, works over WhatsApp with vacation rental operators and cleaning companies and organizes the cleanings and the inventory for each place.

The rules here

We checked every row on September 25, 2026. As of that day we found no report of a floor vote on the bill.

Day cap In high tourist tension zones, a home could only be used for short-stay lodging 180 days a year instead of 365. The congress's planning committee passed it with four votes in favor. Bill, not law Passed in committee on May 25, 2026 La Crónica de Hoy
New or remodeled homes The same bill would keep a newly built or recently remodeled home off the platforms for its first five years. Bill, not law Passed in committee on May 25, 2026 UDGTV
Registry and license The proposals filed in 2025 included a registry of properties and owners, a land-use compatibility check and a lodging license. None of it has had a floor vote, so that registry doesn't exist yet. Bill, not law Proposed in August 2025 ZonaDocs
Lodging tax The state rate went from 4% to 5% for 2026, in the revenue law the congress approved in December 2025, and in October 2026 Airbnb was charging that 5% on every booking in Jalisco, cleaning fee included. In force 2026 El Informador and Airbnb

There's also a federal layer that has nothing to do with Jalisco, which is what Airbnb and the other platforms withhold from hosts for the SAT, and we cover that once, on the page for all of Mexico.

This is not legal or tax advice, and Upbridge does not file anything for you: no registrations and no tax returns.

How it works on the ground

If the floor passes the 180-day cap, a home in Guadalajara or Puerto Vallarta could only take nightly guests for half the year. Somebody would then have to keep count of how many nights each home has used, and how many checkouts and cleanings it has left, so it doesn't go over the cap.

The five-year rule mostly hits people adding newly delivered condos. If you're about to take on units in a brand-new tower to run on the platforms, honestly, it's worth waiting for the floor vote before you buy linens and stock those units.

At a forum in the state congress in October 2025, Airbnb and Expedia said they're fine with Jalisco regulating them, while asking for fair rules and for the cap not to stop at 180 nights, according to La Crónica de Hoy. So the final number can still move, and it's worth checking back here before you change how you plan the year.

Where Upbridge fits

If the cap does pass, it'll help to have every home's checkouts in one place. Upbridge connects to your Guesty, Hostaway, Lodgify or Uplisting calendar, or pulls it in by iCal, and every guest checkout creates its cleaning task, so each home's cleanings sit together instead of getting scattered across group chats. There's more on the photo cleaning checklists.

For high season on the coast, your cleaner works through a room-by-room list on their phone, adds photos and comments, and when they finish you get a report with a timestamp on every step. That way you can review ten Saturday checkouts without driving to any of them.

Whether you manage a one-bedroom in Colonia Americana or a villa on the bay, if you run vacation rentals or a cleaning company anywhere in Jalisco, Upbridge can help with everything that happens between one guest leaving and the next one arriving.

If you run a cleaning company in Jalisco

What shapes your day here is the distance between the two markets, because one crew rarely covers both the coast and the metro area, and each keeps its own rhythm. With the account for cleaning companies you see every owner's iCal or PMS in a single calendar, whether their home is on the coast or in Guadalajara. The client stays yours, and we don't take a percentage of what you bill them.

Cities and areas

Puerto Vallarta

The 180-day bill names it as a high tourist tension zone. On top of that, since 2026 the city charges for every occupied night at homes listed on the platforms, and its own page covers how much that is and what changed on the water bill.

Guadalajara

It's the other zone the bill names. According to AirROI, the city had 5,752 active Airbnb listings between August 2025 and July 2026, up 45.1% on the year before, with average occupancy of 35.2%. Its slowest month was February, which is exactly when Puerto Vallarta is busiest, and its best was June. Only 72.5% of those listings are entire homes or apartments, so a lot of cleanings in Guadalajara can be a single room inside a house that's still occupied.

Ajijic and Lake Chapala

On the lake, the season is winter. According to AirROI, February is Ajijic's best month, the average stay is 5.9 nights and 43% of guests come from another country.

Questions about running rentals in Jalisco

Is Jalisco's 180-day cap on short-term rentals the law now?

No. The congress's planning committee passed it on May 25, 2026, and it still has to go to a floor vote. As of September 25, 2026 we found no report of that vote.

What lodging tax rate does Jalisco charge this year?

It's 5% in 2026. It used to be 4%, and the increase came in the revenue law the congress approved in December 2025.

Can I list a brand-new condo in Guadalajara or Puerto Vallarta on Airbnb?

There's no state law against it today, but the bill passed in committee in May 2026 would keep a new or recently remodeled home off the platforms for its first five years. If the floor passes it, that changes the plan for anyone taking on units in new towers.
