Vacation rentals in Veracruz, Mexico, a state with a coast and a highland on different calendars and a lodging tax platforms don't fully collect yet
If you manage vacation rentals in Veracruz, the state charges a 2% lodging tax, and its official gazette published rules in September 2024 for platforms to collect it on hosts' behalf. Even so, in July 2025 the Xalapa hotel association said half of the state's hosts don't pay it. AirROI counts 4,740 active listings across 39 markets, with average occupancy of 29%. Upbridge's AI operations assistant, Cleo, works over WhatsApp with vacation rental operators and cleaning companies and organizes the cleanings and the inventory for each place.
The rules here
We could not open the text of the Veracruz financial code on the state congress site, so each row rests on what the gazette, the press and tax firms published, and each row says so. The check is dated October 24, 2026.
| Topic | What it says | Status | Since | Source |
|---|---|---|---|---|
| Lodging tax | A table of 2026 state rates from El Contribuyente puts Veracruz's tax at 2%, filed within the first 17 days of the following month. Milenio carries the same rate from the Xalapa hoteliers. | In force | No date in the sources | El Contribuyente |
| Collection by the platform | The September 30, 2024 gazette published rules for anyone who intermediates, facilitates or promotes the payment for a stay by digital means to collect the tax and file it every month, by the 17th, and to notify the state taxpayer registry. KPMG says they started on October 1, 2024. On December 18, 2024 Airbnb announced a memorandum with the state tourism ministry and its revenue office and said it would start withholding and remitting the tax in the first quarter of 2025. That is the company's own announcement, and we found no independent source that it already does. | In force | October 1, 2024 | KPMG México and Airbnb |
| 3% tax on platforms | According to El Congresista, the 2026 revenue law in the state's economic package includes a 3% charge on lodging platforms, but it doesn't apply yet, because it depends on an agreement with the federal tax agency and on identifying each property's owner. It is a single source, and we could not read the article, so we don't know whether it adds to the 2% or replaces it. | In force, not enforced | Report of December 18, 2025 | El Congresista |
| Law for nightly rentals | We found no law, host register or cap on nights for short-term rentals in Veracruz. AirROI went through the port's 649 listings and none shows a registration number. | No specific law | Checked October 24, 2026 | Upbridge search |
On January 12, 2026, according to El Congresista, the state congress approved an amendment to the financial code so that lodging tax revenue is spent only on tourism public works and promotion, through a trust whose technical committee is chaired by the state executive, with up to 10% for operating costs. It changes where the money goes, and the report says nothing about the rate.
The ISR and IVA that platforms withhold are federal, and they are on the Mexico page.
This is not legal or tax advice, and Upbridge does not file anything for you: no registrations and no tax returns.
How it works on the ground
The state runs on two calendars. On the coast AirROI sees July as the best month in Boca del Río, in the port of Veracruz, in Tecolutla and in Coatzacoalcos, and February as the worst. In Coatepec, Orizaba and Córdoba the best month is December. If you have houses in both zones, the months for painting, repairs and deep cleaning don't line up, and a cleaner in Xalapa isn't necessarily swamped when the port is full.
Xalapa has 493 listings and 33% occupancy, the highest of the state's ten largest markets, and some of the lowest rates. A house that turns over often and charges little needs many cleanings a month at a low cost each, and coffee, soap and paper run out fast, so inventory control matters more than it does in a high-rate beach house.
If half of hosts don't pay the 2%, as the Xalapa hoteliers say, the state has a reason to go after the ones who don't. Whatever you charge on a direct booking never passes through a platform, so it helps to write down on each booking where it came from, so the person who does your books knows which ones you paid and which were already paid.
Where Upbridge fits
With two calendars, the low-season work can be scheduled. A photo checklist can repeat by itself every low-season month, and the cleaner works through it room by room from their phone.
For houses with a lot of turnover, the inventory for each property deducts each product after every stay, and the low-stock alert reaches you in the app, by email and on WhatsApp.
We connect your Guesty, Hostaway, Lodgify or Uplisting calendar, or you import an iCal, and each checkout creates its cleaning task.
If you manage vacation rentals or run a cleaning company in Veracruz, in the port, in the highlands or up the north coast, Upbridge can help with what happens between one booking and the next, from the cleaner's photos to the guide your guest opens on their phone.
If you run a cleaning company in Veracruz
What changes your week the most in Veracruz is which city each client is in, because the coast and the highlands fill up in different months. With the cleaning company account you can see the checkouts of a client in Xalapa and one in the port side by side, whatever iCal or PMS each owner uses. The account doesn't change whose client it is, and it takes no share of any cleaning.
