Nearly a quarter of the tourist rooms in Puebla, Mexico, are now listed on platforms
If you manage vacation rentals in Puebla, you're working in a state where digital platforms already hold 9,418 of its 41,500 lodging rooms, about 23%, and where Airbnb operates in 19 of 217 municipalities, according to the state's tourism development secretary in July 2026. Those rentals already pay the 3% state lodging tax, the same as hotels. Upbridge's AI operations assistant, Cleo, works over WhatsApp with vacation rental operators and cleaning companies and organizes the cleanings and the inventory for each place.
The rules here
In Puebla the tax is clear enough, but we couldn't find a state register for people who rent out homes.
| Topic | What it says | Status | Since | Source |
|---|---|---|---|---|
| Lodging tax | It's 3%, and platforms pay it just like hotels do. Secretary Carla López-Malo Villalón said platforms now have the same obligations as traditional hotels. El Contribuyente also lists 3%, due within the first 17 days of the following month, although Vezpa's April 2026 table shows 2%. | In force | July 2026 (date of the statement) | Intolerancia Diario, El Contribuyente and Vezpa |
| Host register | We looked for a Puebla register of people who rent homes to tourists, like the one Oaxaca has, and didn't find one. | No specific law | Checked September 25, 2026 | Our own search |
| Limit on nights | We also found nothing in Puebla that caps how many nights a year a home can be rented to tourists. | No specific law | Checked September 25, 2026 | Our own search |
How much the platforms pay in total isn't public: Mediatik reports the tourism department didn't give the figure, because it sits with the state's tax authorities. The state tax is also separate from what platforms withhold for the SAT, which we explain once, on the national page.
This is not legal or tax advice, and Upbridge does not file anything for you: no registrations and no tax returns.
How it works on the ground
Airbnb is in 19 of the state's 217 municipalities, according to the tourism development department. The rentals are bunched together in a few places, which means one person can often handle several houses on a single cleaning route.
On tax, the secretary said platforms now carry the same obligations as a hotel. If you also take some bookings directly, off the platforms, it's worth keeping a record of every stay for each house, from the day the guest arrived to how the place looked when they left, so it's there when your accountant asks.
Of the state's 41,500 rooms, 77% are still in hotels. So chances are your guest is weighing your house against a hotel, and expects to know how to get in and who to message as clearly as they would at a front desk.
Where Upbridge fits
To keep a record of every stay, we connect Guesty, Hostaway, Lodgify or Uplisting, or each house's iCal, and every checkout creates its cleaning task with its own photo checklist, room by room. When it's done you get a timestamped report, so you know how each house was left after each guest.
To make getting into your place as simple as checking into a hotel, we build the guest guide with directions, how to get in and the WiFi, and your guest opens it on their phone. If they want early check-in or a late checkout, they pay for it on Upbridge, and the task is created and assigned.
If you manage vacation rentals or run a cleaning company in Puebla, Upbridge can help make sure every stay is on record and every house is ready, whichever of those 19 municipalities it's in.
If you run a cleaning company in Puebla
Behind the 9,418 platform rooms the tourism department talked about are homes and apartments that someone has to get ready between one stay and the next. If you clean for several owners, each one may bring their own calendar. With the account for cleaning companies, each owner's iCal or system lands in one calendar, and the client stays yours.
Cities and areas
Puebla City and Cholula
The capital has its own page, with how many listings there are in the city and in Cholula, which months fill up, and what happens at the airport when Popocatépetl sends up ash.
San Pedro and San Andrés Cholula
Cholula also has a page of its own, about the archaeological site, the UDLAP campus and the September fair.
Atlixco
With 447 active listings according to AirROI, Atlixco is the state's third-largest Airbnb market, and its page covers working around the Villa Iluminada and the ash.
