Vacation rentals in Playa del Carmen, Mexico, now that the town wants a license and checks the gas

If you manage vacation rentals in Playa del Carmen, since 2026 the town has asked for an operating license and a civil protection inspection that starts with the gas tanks, and by April only about 15% of owners had begun the process, Riviera Maya News reported. With 9,482 active rentals in April, it's the destination with the most rentals in the state tourism office's table. Upbridge's AI operations assistant, Cleo, works over WhatsApp with vacation rental operators and cleaning companies and organizes the cleanings and the inventory for each place.

The rules here

Playa has town rules of its own on top of the state's. We went through the sources on October 21, 2026.

State rules Quintana Roo's rules still apply on top of the town's, meaning RETUR-Q, the lodging tax and their fines. They're on the state page. In force March 5, 2024 Quintana Roo
Operating license You apply at the town's revenue office. "The regulation is already in the law," civil protection secretary Darwin Covarrubias said in January 2026, and the town opened with a voluntary period to get up to date. The revenue office already had its list of vacation rentals. In force January 2026 Ruptura 360
Civil protection inspection After the license you fill in a single verification form and an inspector visits. They look at the gas installation and whether the tanks are in date, the extinguishers, the first-aid kit, whether the emergency number is posted where people can see it, and how you'd get out in a fire. April 2026 was the deadline to come forward on your own; after that, visits to anyone who hadn't started, with possible fines. In force April 2026 Riviera Maya News
Environmental fee and the town's app In August 2026 the town was getting an app ready so owners who rent through platforms can get the license and pay the derecho de saneamiento ambiental, an environmental fee. We couldn't find how much it is for a rental. In force August 2026 Diario de Yucatán

SAT withholding on platform bookings is covered once, on the national page.

How it works on the ground

Sedetur's rental table for April 10, 2026 has Playa del Carmen at 58% occupancy, with a six-day average stay and 92% whole properties. The most common minimum stay is two nights. Week-long stays mean fewer checkouts, but each one comes with more laundry and more to restock.

The civil protection inspector starts with the gas, Covarrubias said. An expired tank or a cracked hose takes two seconds to spot if somebody looks, so it makes sense to make it part of the checkout clean, with a photo, the same as the extinguisher and the first-aid kit.

The inspection also wants the emergency number on display and a clear way out of the house in a fire. A printed sheet on the kitchen wall does the job, and it helps if the guest has the same thing on their phone before they arrive.

Covarrubias added that having safety gear isn't enough if nobody knows how to use it, and that staff training would be a focus. In a rental, the person who walks through the house most often between guests is the cleaner.

Ferry crossings between Playa and Cozumel, and sargassum, are on the Quintana Roo page.

Where Upbridge fits

For the civil protection visit, we set up a photo checklist with you where the gas tank, the extinguisher, the first-aid kit and the emergency sign are required items. At the end you get a report with the time on every photo, so you know they were checked at each checkout.

In the guest guide we put the emergency numbers, the way out of the house and the directions, in English or Spanish, and the guest opens it on their phone before they reach the door.

Six-day stays go through more of everything, and per-house inventory deducts what you've set up after each stay and alerts you in the app, by email or on WhatsApp when something's running low.

If you run condos in Playa del Carmen or clean them for other people, Upbridge can help you walk into the town's inspection with every checkout photographed, and make sure the guest has what civil protection asks for at hand.

If you run a cleaning company in Playa del Carmen

If your crew already checks the gas, the extinguisher and the first-aid kit at every checkout, that helps the owner on the day the inspector shows up. The account for cleaning companies brings every client's bookings into one calendar, each from its own iCal or PMS, and every client stays yours.
