Running and cleaning vacation rentals in Bacalar, Mexico, where guests stay three days
If you manage vacation rentals in Bacalar, you're working in a town where the state tourism office counted 572 active rentals on April 10, 2026, at 47% occupancy and a three-day average stay. On 62.4% of listings a single night is enough to book, and only 56% are rented as a whole property, the lowest share of any destination in the state with more than a hundred rentals. Upbridge's AI operations assistant, Cleo, works over WhatsApp with vacation rental operators and cleaning companies and organizes the cleanings and the inventory for each place.
The rules here
Bacalar has the state law, a town registry and a set of lagoon rules that haven't come out yet. We checked all three on October 22, 2026.
| Topic | What it says | Status | Since | Source |
|---|---|---|---|---|
| State rules | RETUR-Q, the lodging tax and the fines apply in Bacalar just as anywhere else in the state, and they're explained on the Quintana Roo page. | In force | March 5, 2024 | Quintana Roo |
| Town registry | Since 2024 the municipality has been registering lodging advertised on booking platforms. In December 2025 the municipal president, José Alfredo Contreras Méndez, said they were 40% of the way through more than a thousand places, that the town treasury checks taxes, permits and guest safety, and that owners it finds advertising get a notice asking them to come in and regularize. We found no published municipal regulation. | No specific law | 2024 | Riviera Maya News |
| Lagoon navigation rules | In November 2025 the harbor master's office presented rules with five zones for the stretch from the town to Los Rápidos, leaving Xul-Há out. Zone 1, for swimmers and small boats, would have a 7.4 km/h limit. As of October 22, 2026, we found no sign they had been published in the Diario Oficial de la Federación. | Bill, not law | November 2025 | Por Esto |
In March 2026 Enrique Bautista, who heads Bacalar's hotel and restaurant association, asked for the registry to move faster and estimated that more than 1,500 rooms are rented without paying taxes, though nobody has an exact count (Riviera Maya News).
What the platforms withhold for the SAT doesn't depend on the town, and we cover it in the national section.
This is not legal or tax advice, and Upbridge does not file anything for you: no registrations and no tax returns.
How it works on the ground
In the same Sedetur table, guests in Playa del Carmen stay six days and in Tulum five, while in Bacalar they stay three. With a one-night minimum on most listings, one house can have two or three checkouts in a week. And since almost half of what's on offer isn't rented whole, a lot of cleanings are a single room or cabin while the rest of the property stays occupied.
According to the CAPA water utility report Por Esto cited in May 2025, based on the 2020 census, only 18.2% of Bacalar has sewer service. So in most houses whatever goes down the toilet ends up in a septic tank, and the house rules need to say plainly what can't be flushed.
The lagoon closes, too. On February 20, 2026, the Chetumal harbor master raised the red flag for a cold front and stopped all boat traffic on the Bacalar lagoon and Chetumal Bay, tours included (Por Esto). A guest who booked a boat trip that day finds out that same morning, so it helps if they know where to check the notice.
Since June 2026 a daily Tren Maya service has run between Chetumal and Bacalar, leaving Chetumal at 6:00 and heading back from Bacalar at 14:30, timed to connect with flights at Chetumal's airport (Por Esto, May 31, 2026). Guests on the morning train will want to get in before the usual check-in time, and guests catching the afternoon one will ask to stay a bit longer.
Where Upbridge fits
With checkouts that close together, we connect your Guesty, Hostaway, Lodgify or Uplisting calendar, or import your iCal, and every checkout creates its own cleaning task. Your cleaner follows the photo checklist room by room on their phone, and you get the report with the time it was finished.
In the guest guide we put what can't be flushed, the train times and where to check whether the lagoon is closed. If a guest wants an early check-in or a late checkout because of the train, they ask for it and pay on the Upbridge page, and the task is created and assigned.
When people stay one or two nights, toilet paper and soap run out fast. Inventory per property deducts what you set up after each stay and sends you a WhatsApp when something is running low.
If you manage vacation rentals or run a cleaning company in Bacalar, Upbridge can help make sure every checkout gets checked room by room and that your guest knows what to do on a morning when the lagoon is closed.
If you run a cleaning company in Bacalar
Your team turns each house over more often here than in Tulum or Playa del Carmen, and a lot of those jobs are one room with guests still next door. With the cleaning company account you put every owner's bookings in one calendar, whether they come from an iCal or a PMS, and the client stays yours.

Questions about running rentals in Bacalar
How many vacation rentals are there in Bacalar?
Sedetur counted 572 active on April 10, 2026. In December 2025 the municipal president spoke of more than a thousand lodging places, and in March 2026 the hotel association estimated more than 1,500 rooms operating outside the rules. Those are three different counts.
Does Bacalar have a municipal vacation rental registry?
Yes. The town has run one since 2024, and in December 2025 it was 40% done. We found no published municipal regulation, so everything else comes from Quintana Roo state law.
Are the Bacalar lagoon navigation rules in force yet?
The harbor master presented them in November 2025, with five zones between the town and Los Rápidos. As of October 22, 2026, we found no sign they had been published in the Diario Oficial.
